How to Become a Tax Filer & Get an NTN in Pakistan: IRIS Step-by-Step

LocalePak Editorial Team October 23, 2026 6 min read

An NTN and filer status are constantly confused in Pakistan, and the confusion costs people money: having an NTN simply means you are registered with the Federal Board of Revenue (FBR), while being a “filer” means your name appears on the Active Taxpayer List because you filed your annual return. This guide covers both, step by step, inside FBR’s IRIS system — for salaried individuals, freelancers and small business owners.

NTN and “filer” are two different things

For an individual, your National Tax Number is your CNIC number — registration links that CNIC to a taxpayer profile in IRIS. Registration alone does not make you a filer. Filer status comes from submitting your annual income tax return by the deadline FBR notifies; FBR then places you on the Active Taxpayer List (ATL), which is the list banks, vehicle registration authorities and withholding agents check.

That distinction explains the two most common surprises: someone can hold an NTN for years and still be a non-filer, and a filer who misses one year’s return falls off the ATL until the return is filed.

Before you start: what IRIS asks for

Gather these first and the registration takes one sitting. The single most common failure is the mobile number: IRIS sends verification codes by SMS and email, and the mobile number should be registered in your own name against your CNIC, or the codes and later account recovery become a struggle.

  • • Your CNIC number and its issue date.
  • • A mobile number registered in your own name, and an email you control.
  • • Your income picture: employer name for salaried work, or the nature of your business/freelance services.
  • • Your current residential address, and a utility bill in case a document copy is requested for your category.

Step-by-step: registering on FBR IRIS

Open the IRIS portal and choose the option for registration of an unregistered person. Enter your CNIC, mobile number and email; IRIS sends verification codes to both — enter them to set your password and PIN, and store both safely, because every future interaction with FBR runs through this account.

Log in and complete the registration form (Form 181 — the registration form filed voluntarily). Fill the particulars exactly as they should appear on your tax record: personal details, contact and address, and your income sources — salary, business, profession/freelance, or other — with the start date that applies. Review before submitting: the RTO (tax office) assigned to you is derived from these particulars, and corrections later are slower than care now. On submission, your registration is confirmed in IRIS and the registration certificate is available inside the account.

  • • Use “Registration for Unregistered Person” on the IRIS home page — not a new account per family member on one CNIC.
  • • Enter verification codes promptly; expired codes are a common reason registrations appear “stuck.”
  • • In Form 181, declare every genuine income source; you can add sources later, but accuracy now prevents notices.
  • • Download and keep the registration certificate and your IRIS login details somewhere safe.

Salaried, freelancer and business cases

Salaried individuals: your employer already withholds tax from salary, but withholding is not filing — you still file the annual return to be a filer, declaring the salary and the tax already deducted (your employer’s salary certificate gives you the figures). Freelancers earning from abroad: declare the export-of-services income in the return; registration with the Pakistan Software Export Board is a separate, optional step that supports banking channels for remittances. Business owners and sole proprietors: register the business income under your individual profile unless you incorporated a company, in which case the company files its own return through its own NTN.

From registered to filer: filing the annual return

Filer status is earned each year by filing the income tax return for the tax year by the deadline FBR notifies (in recent years, 30 September — always confirm the current year’s notified date, including any extension FBR announces). Inside IRIS, the return forms open under the declarations section; salaried taxpayers get a guided salary return flow, while business and freelance income uses the fuller return with its income, deductions and wealth statement sections where they apply.

If tax is payable, IRIS generates a PSID (payment slip ID); pay it through a bank, ATM, mobile or internet banking using that PSID, and only then submit the return — an unpaid or unsubmitted draft does not count as filed. Keep the submitted return’s acknowledgement and the paid PSID with your records.

How to confirm you are on the Active Taxpayer List

After the return is processed, verify the result instead of assuming it. FBR publishes an Active Taxpayer List check on its website where you can search by CNIC, and an SMS check (text your CNIC to 9966) that FBR publishes for the same purpose. If your name is missing a reasonable time after filing, log back into IRIS and confirm the return shows as submitted for the correct tax year — a saved draft is the usual culprit.

Mistakes that stall applications

Most stuck registrations trace back to a short list of avoidable errors. Fixing them at the source is faster than visiting a tax office or paying an agent to untangle them.

Practical note: Agents can help prepare documents, but your IRIS account, password and PIN should stay under your control — anyone holding them can act on your tax record.
  • • Registering with a mobile SIM that is not in your own name, so codes and recovery fail.
  • • Choosing the wrong income source or RTO particulars in Form 181.
  • • Believing an NTN alone makes you a filer — only a filed return does.
  • • Leaving the return as a draft, or paying the PSID but never pressing submit.
  • • Missing the filing deadline and assuming last year’s ATL status carries over.

Frequently asked questions

Is my CNIC really my NTN? For individuals, yes — the NTN is your CNIC number once the CNIC is registered in IRIS; companies and firms receive their own registration numbers.

Does FBR charge for IRIS registration? The registration itself is an FBR self-service process; if an agent or consultant charges you, that is their service fee, not an FBR filing fee — anyone quoting an “official registration fee” should be asked to show it on fbr.gov.pk.

I have an NTN but I am still a non-filer. Why? Because filer status comes from filing the annual return by the deadline, not from registration. File the return and then confirm your name on the ATL.

Do freelancers need an NTN? A freelancer earning income in Pakistan is a taxpayer like anyone else: register in IRIS, file annually, and declare local and foreign income under the heads that apply.
